I have tried using the Resizer and find that the file size does not change when I reset the DPI. It seems that I'll take a 2151kb Jpeg 480DPI, 3000 x 4000 photo and reduce it to a 72 DPI or 150 DPI or 300 DPI or 600 DPI all at 90% quality and end up with a 85K file for all of them.
